Special invitee rule
Special invitees may attend meetings to provide expert advice on specific matters. They shall not have voting rights unless expressly authorized by the party constitution or an official decision.
Main responsibilities
- Deliberate on the party’s political, organizational, and public strategy.
- Address urgent and important matters within constitutional limits or submit recommendations to the authorized committee.
- Review Punjab’s major issues, public-interest policies, and the party’s priorities.
- Maintain coordination with the Punjab State Committee and other authorized organizational units.
- Coordinate party programs, campaigns, public communication, and important meetings.
- Develop response strategies for crises, misinformation, and urgent public issues.
- Oversee financial discipline, legal compliance, transparency, and accountability.
- Maintain secure official records of Core Committee decisions, attendance, and proceedings.
- Refer decisions requiring approval from a higher or broader constitutional body to that body for authorization.
- Keep personal, family, business, and factional interests separate from party decisions.
Authority and limitations
- The Core Committee shall operate under TPP’s constitution and authorized party decisions.
- It shall not assume powers reserved for the General Body, Punjab State Committee, or another constitutional institution.
- Policy, candidate selection, major financial decisions, disciplinary action, and constitutional amendments must follow the authorized process.
- No member may use office for personal benefit, family influence, business advantage, or factional interests.
- A member with a conflict of interest must recuse themselves from the related deliberation and decision.
- Confidential or personal information may be used only for authorized purposes.
Meetings and records
- The Core Committee may hold regular meetings and urgent meetings when required.
- Meeting notices, agendas, attendance, and proceedings shall be officially recorded.
- Quorum and voting rules must follow TPP’s constitution.
- Where the constitution does not specify a rule, do not invent a new quorum or voting entitlement.
- Approved decisions shall be communicated to the relevant authorized organizational units.
- Confidential proceedings, personal information, and internal records must not be published on the public website.
Membership principle
Core Committee membership shall not be awarded on the basis of money, family connections, caste influence, personal access, recommendations, or factionalism. Selection shall be based on integrity, merit, experience, public service, organizational ability, commitment to Punjab, and the trust of party members.
