Why Does Political Change Often Fail to Produce Systemic Change?
The following points are the Triangle Party of Punjab's political analysis and proposals. They are general observations about political practice, not independently established facts and not accusations against any named individual, department or party.
Power Without a Measurable Agenda
TPP’s analysis is that political competition can become focused on gaining office rather than publishing measurable outcomes, costs, deadlines and responsible departments.
Leadership Change Without Institutional Reform
A different leader may have limited impact if service rules, administrative accountability, budgeting and public reporting remain unchanged.
Public Debt and Financial Pressure
Public debt, interest payments and recurring deficits can reduce the government’s ability to fund long-term development.

Short-Term Schemes Without Capacity Building
TPP proposes evaluating every scheme according to need, funding, measurable outcomes and whether it builds long-term education, health, skills, employment or financial capacity.
This is a review standard, not criticism of people who lawfully receive welfare support. Welfare and capacity building can and should work together.
Internal Political Conflict
Leadership conflicts can consume time and attention that should be directed toward public services and policy delivery.
